rainwater pipe blocked

We have a rain water pipe which goes to a soakaway ( we do not know where this is )
The rainwater pipe which leads to the soakaway is blocked underground - it probably is leaves etc which are causing the blockage 
We have been advised to use a high speed pressure water to remove the blockage - any recommendations on who can do this would be welcome
